[dsg-svt] SVT R4's location in EEL 124

Hello Tyler,

It depends on availability of other areas in EEL124 or the SVT clean 
room. Is SVT clean room fully available after the RICH activity? As we 
discussed with Latifa, there are plans to test and kludge R4 modules. 
This work would require several benches and a work area. The schedules 
and space needs of different clean room projects have to be coordinated. 
R4 is fragile, do not move it without prior approval of the SVT project 
leader.
