[dsg-svt] SVT R4's location in EEL 124

Just to clarify Yuri.  There seems to be some confusion
about how space utilization in the clean rooms is allocated.
Like all other spaces, the EEL 124 clean room is a Physics
Division resource. I may have missed it, but I don't recall
seeing any spaces requests for new or ongoing work related
to the R4 modules.  Perhaps it was identified by a different
name.

In any case, if you do plan to conduct that work in the EEL
124 clean room, please contact me so that I can work it into
the overall Division schedule and have that work prioritized
against ALL other activities.
