[Dsg-hallc_nps] [New Logentry] Added hall temperature sensors for NPS

I added an additional multiplexer to the Keysight mainframe with three RTDs attached.
Two of these RTDs will provide information about the ambient hall temperature via the Phoebus GUI.
The third RTD is a spare.
The RTDs are located in the shielded area between the two chillers.
I restarted the thermal readback program and turned the chillers back on.
A fault occurred due to the high limit being set too low for the flow meter chillers.
The limit has been set to 70 psi for both chillers and the fault cleared.
The hv channels have all been restored.
