[EIC-eRD110] [EXTERNAL] Argonne measurement program consensus document

  Dear All,

  attached is v00 of the text, which has soft priorities in order to distinguish between the "main" and the "auxiliary" measurements.

   I'm willing to incorporate any changes / additions tomorrow (but please turn tracking on in Word). In particular, feel free to provide a paragraph related to the LAPPD tests, which may be of a general interest outside of the EIC community.
