Dear EIC Project Team,

I'd like to share some additional information on our evolving project organization, following up on my July 17th Accelerator Storage Rings (ASR) subproject update.

The EIC Project Organization was established in 2020, following a partnership agreement signed by the BNL and JLab Directors. Since then, our integrated team has focused on completing the facility design and preparing for the construction phase of the Line-Item Construction Project. As expected with a project of this scale and complexity, our organizational structure must continue to adapt as we move through the major phases of the project.  We area transitioning from the design into the construction phase organized by subprojects.

Among the six planned subprojects, the ASR subproject is the largest, with a total target cost (including contingency) of $910M. It is also the first subproject scheduled for performance baseline and construction start approvals in FY26. Given its scale and complexity, ASR requires a dedicated team fully focused on its planning and execution. My recent organizational announcement concerning the ASR subproject addresses this objective. We will apply the same approach to the other subprojects as planning matures.

Luisella Lari, our EIC Project Manager, is responsible for delivery of the overall project and is the project management authority.  Subproject managers will report directly to her and are accountable for the execution of their respective scopes.

In parallel, Sergei Nagaitsev, as EIC Technical Director, is the project technical authority, providing oversight of all technical scope and responsible for the technical integrity and performance of the entire facility.  His role spans all major systems-collider, injectors, interaction regions, RF, and cryogenics-and ensures that the EIC performs as intended. This is a particularly challenging role, given EIC performance expectations and the level of integration effort required. Christoph Montag continues as Sergei's lead for collider and electron storage ring performance, and Vadim Ptitsyn remains the lead for hadron storage ring performance.

The EIC Project Manager and the EIC Technical Director are directly accountable to the Project Director.  It is an integrated effort at all levels that will enable the success of individuals and the entire team.

I am working closely with the Executive Management Team to refine our organization in preparation for construction. A key goal is to clarify roles, responsibilities, authorities, and accountabilities to support successful execution of the emerging subproject-based model. The resulting project organization structure will enable us to work more efficiently and effectively as we enter the next phase.

Please note that changes to the EIC Project Organization are focused on how we deliver the project and do not necessarily reflect changes in institutional roles or reporting lines at BNL, JLab, or our partners.

The updated organization that I will present at the DOE Review on August 5-6, 2025, will remain a draft. Your feedback and continued engagement are essential as we move forward together.

EIC Subproject Organizational Update

In preparing to deliver the EIC Line-Item Construction Project through subprojects, it is important that leadership roles and the reporting structure align with our current plans. The EIC Executive Management Team is working together to update the Project Organization Chart and Project Management Plan to reflect subproject roles, responsibilities and authorities, as well as our special partnership with JLAB. These roles include Subproject Managers, Subproject Points of Contact, and System Managers, as well as others. A revision of the Project Organization Chart will be shared with the EIC Team prior to the upcoming August Independent Project Review.

Within the past month, System Manager roles have been identified to lead the delivery of the systems for the Accelerator Storage Rings (ASR) Subproject.

  *   Thea Vijaya Kumar, System Manager for Infrastructure & Utilities
  *   Warren Halbig, System Manager for the Electron Storage Ring Systems
  *   Rich Muscolino, System Manager for the Hadron Storage Ring Systems


The ASR subproject is led by Subproject Manager, Charlie Folz and is planning to baseline for construction approval at the end of FY2026. Charlie will be working with Joe Tuozzolo, Division Director of the BNL Technical System Division, on a gradual transition plan over the next few months to ensure Rich and Warren's teams remain supported.

Please join me in congratulating Thea, Rich, and Warren on their new roles. We are fortunate to benefit from their leadership in the EIC Project.
