Electron-Ion Collider (EIC) Partner Project All Hands Monthly Brief

The EIC Project continues work towards a Critical Decision-3A (CD-3A) review in the fall, which will give us approval to move ahead with Long-Lead Procurements (LLP). The L2s and control account managers (CAMs) for LLP continued to review and refine JLab scope and update P6. Cost and schedule revisions for LLP scope must be completed by August 11.
The Project is now starting to practice EVMS on LLP items, R&D, and all design activities. JLab L2 and CAM access to the BNL gateway and P6 is being reviewed by our administration team. If you are contacted to take action to obtain access, it is important that you respond as soon as possible.
Reviews
The Detector team convened a preliminary design review early July for the five Particle Identification detector systems and their associated photon-sensors and readout. This is roughly at the half-way design maturity point. The review committee was very happy with this review and the state of the design of these detectors, with a lot beyond the halfway design point. There were many good constructive comments, and two recommendations.
The final design review of the EIC Cryogenics Satellite Refrigerator began on August 1, hosted remotely by JLab. The FDR covers a subset of equipment in the satellite plants – the satellite refrigerators for IR06 and IR10. The desired outcome is agreement that the two satellite refrigerators have appropriate design maturity for a design/build contract. The closeout was held August 3, and the final committee report will soon follow.

EIC Funding Update
The FY2024 budget numbers from the President and both houses of Congress are out and all three have $95M in TEC and just under $3M in OPC funding for EIC. While no legislation is passed yet, there does appear to be convergence on funding for next FY. It is anticipated that funding levels would then be essentially flat in FY2025. The project management team is working on appropriate procurement scenarios with this funding level in mind, including limiting LLPs to under $100M.
Argonne APS Magnets Coming to JLab
At the request of the DOE Thomas Jefferson Site Office (TJSO), in late July, I, along with Sergei Nagaitsev, Mark Wiseman and Chase Dubbe gave an update on the status of the preparation and shipment of the APS magnets from Argonne. Chase had on hand pictures of a few of the magnets from his recent visit to Argonne which were very useful to help answer questions from the TJSO staff attending the meeting. As of now, the first shipment of two magnet girders is expected to depart Argonne by August 21 but this could happen a week earlier.

Staffing Update
The EIC Line Organization has been established now. This is similar to the Multi-Lab Partnership (MLP) organization that housed staff working on LCLS and PPU for many years. Staff in the organization will report directly to me, and I now report directly to Stuart. So far, the staff that previously resided in CPO have been moved over. It is anticipated that the majority of the L1 and L2 roles on the EIC project will move in to this organization.
Zack Conway (BNL) assumed the Deputy L2 role for RF systems on August 1.
We welcome three new hires to the EIC Project:
* Joshua Settle, RF Engineer, started 7/3
* David Powell, Jr., Mechanical Designer, 8/1
* Sadiq Setiniyaz, Staff Scientist, 8/1

Training
Thanks to everyone who participated in the recent EIC CAM Earned Value Training and EIC CAM/Technical Representative Training held by JLab.
The next BNL Earned Value class will be sometime in September.

Travel
* As of August 3, Breeze Airlines has been added to our profile as an allowable choice to book flights for our travelers.
* Breeze Airlines can only be booked via an Omega agent, and flights should not be booked via the Breeze App.
* Be aware there is an “add-on” fee for luggage, and travelers can be reimbursed for one bag in accordance with policy. Anything over the one bag will require approval in advance.
* Breeze has limited direct flights options from Norfolk and Richmond to Islip, NY, for travelers going to/from BNL.
* When planning EIC travel, remember to use the Travel Request form located on the EICPP SharePoint Travel site<https://jeffersonlab.sharepoint.com/sites/EICPartnerProject-TJNAF/SitePages/TRAVEL.aspx> (must be logged into SharePoint to access the link).

The effort required to get the project ready for CD-3A is enormous, and I want to acknowledge the many people who are working diligently to get the project planning updated and simultaneously make the required technical progress. I realize that there are months to go, but we are making good progress and we are on track to get through this important project milestone this fall.
