[Eicpp_personnel] [EXTERNAL] EIC Project Update

Dear EIC Team:



The DOE Office of Project Assessment CD-3A and Status Review completed in November 2023 supported the EIC Project proposal for ~$100M in Long-Lead Procurements. The DOE/BNL/JLAB Integrated Project Team (IPT) prepared an LLP Package totaling $89.988M, including 35% contingency. The request includes:



  1.  Actively Cooled Beam Screen Material [$922k]
  2.  Cryo Beam Position Monitor (BPM) Buttons and Silicon Dioxide (SiO2) Cables [$2.811M]
  3.  Interaction Region (IR) Super Conducting (SC) Strand for IR SC Magnets [$4.133M]
  4.  Electron Storage Ring (ESR) 591 MHz 1-Cell Cryomodule First Article [$3.659M]
  5.  Design and Fabrication of One 2K Satellite Refrigerator Plant [$13.873M]
  6.  Lead Tungstate Crystals for the Detector Backward Electro-Magnetic (EM) Calorimeter [$3.177M]
  7.  Scintillating Fibers for the Detector Barrel and Forward EM Calorimeters [$1.769M]
  8.  Silicon Photomultipliers for the Detector Forward Hadronic Calorimeter [$2.303M]
  9.  Steel and Tungsten for the Detector Forward Hadronic Calorimeter [$3.152M]
  10. Detector Solenoid Magnet Design and Fabrication and Conductor [$13.971M]
  11. Unit Substations for Infrastructure [$16.948M]



The DOE Energy Systems Acquisition Advisory Board meeting (ESAAB) for CD-3A approval is scheduled for March 25, 2024. Our Federal Project Director, Robert Caradonna, will present the CD-3A proposal.



There is good news on funding for FY2024.   On, March 9, the President signed into law the FY24 Energy and Water Development Appropriations Bill which includes $97.85M for EIC ($95M TEC, $2.85M for OPC).  The President's Budget Request (PBR) for FY2025 was released and the request is $112.85 M ($110M TEC, $2.85M OPC).  The request for RHIC operations is in line with plans for the successful conclusion of the RHIC science program.  The EIC request is substantially less than we proposed, but the PBR is the start of the annual appropriations process.  Our job is to continue to make the progress necessary to justify a more significant increase in our funding.



In preparation for CD-2, work continues to strengthen the EIC organization to streamline accountability, execution of project deliverables, and communication. We are making good progress with the addition of our new Technical Director and other hires onboarding at the beginning of this year. The hiring ramp-up at both Labs is at the pace needed to make progress on design maturity and meet project milestones. An updated project organization chart will be published this Spring.



The Project Advisory Committee (PAC) met at BNL on February 29th.  Discussion topics included: strategies for securing DOE CD approvals and in particular CD-2, plans to manage off-project support, establishing the accelerator and detector technical baselines, plans to procure a CM/GC contract, and the evolving project organization. It was a very productive meeting with the PAC members sharing their experience and advice.



The Executive Management Team dedicated time to strategic planning at the beginning of this year.  The outcome of these efforts includes:



  *   Priority 1 - Successfully execute approved CD-3A scope
  *   Prepare the CD-2 Performance Measurement Baseline (PMB)
  *   Prepare a CD-3B Proposal to reduce project risk
  *   Prepare the Project Organization for defending the PMB proposal and for execution
  *   Clarify Off-Project Support



These priorities are reflected in the following summary of CY2024 major milestones, meetings, and reviews:

This year's review schedule will be similar to last year's, with the major project reviews taking place in the Fall. The size of the CD-3B Package will depend on funding projections for FY2025 and FY2026.  The primary goal of CD-3B is to maintain technical progress and mitigate risks before CD-2. The CD-3B review will also serve as our yearly Status Review. We plan to present a preliminary proposal of the CD-2 PMB and benefit from the committee's comments and recommendations.
