Attached please find for your review draft "ES&H Manual Chapter 4100 
Safety Skill and Communication Requirements" and its associated appendices:

    * T1 Identifying Skill Requirements
    * T2 Communicating Safety Requirements


The Technical Point-of-Contact for these documents is Bruce Ullman, 
Jefferson Lab's Training Manager; as such he played an integral role in 
their development. Technical reviews were provided by (in alphabetical 
order): Tom Carstens, Physics -- Hall D; Bob May, ESH&Q Deputy Director 
and Division Safety Officer; Noel Okay, Accelerator Operations; and 
Robert Sperlaza, Facilities and Logistics Management.

These documents consolidate the current "4100 Orientation for Newcomers" 
and "3220 Communication of Hazards to Employees and Users," both of 
which contain safety skill and communication requirements and 
responsibilities.

It is asked that you provide these documents to affected members of your 
organization for review. Any comments are to be directed to the ES&H 
Manual Editor (mbailey at jlab.org <mailto:mbailey at jlab.org>) by May 3, 
2011. If you have no input at this time a "no comment" response would be 
appreciated but is not required.
