[G12] g12 publication authorship recommendation

The real issue here is largely that g12 is in fact "different" from all
previous analyses, in that we have a general analysis note that was
written, in part, by people who are neither full nor term members of
CLAS. To the extent that physics analyses make use of the work
contained in this analysis note, it would be intellectually dishonest
and against the APS guidelines on authorship (and also, technically,
plagiarism) to *not* include them as authors on the papers resulting
from those analyses.
As for including them in a "second tier" of authorship, that can be
debated. However, I find it troubling that anyone planning to publish
something out of g12, who benefits from the general analysis note, would
not be willing to include the people responsible for that note on their
resulting papers.
