[Halla_parity] [APEX] Hall A in controlled access - Access to spectrometer platforms allowed - Respect the roped areas

The people from the Radiation Control Group have established the second
survey. People are allowed to go in the Hall within the roped area and
access the spectrometers platform. You have to walk along the wall to
reach the spectrometer. Due to the elevated radiation level a high
radiation watch always has to be in before other people can get in and
start their work.

So people on shift should come in.
