[Halla_running] Hall A Run Plan Update

Hello Everyone,
Here is my plan:
In the case that MCC abandons attempts to deliver 5-pass 5 uA CW, we will
do beam line test/commissioning with 2-pass 5 uA CW beam, and after that
the test/study of the HRS-R with solid targets. I confirm the claim that
2-pass is what may be attempted, not 2 GeV at 1-pass. In either case, at
2-pass or 5-pass, we will begin with beam line studies when CW is achieved.

Bob Michaels is the expert for raster studies. Doug H. is the expert for
arc energy measurement. Both have been notified, and are available to be
called on for the studies, and I have arranged for backups in the case of
their unavailability.
In the case that we move forward to optics, we can certainly coordinate
changes to detector setup to accommodate study needs. The current status of
the hall is:
*HRS-L / R energized at 1 GeV / 1 GeV
*HRS-L / R angles at ~23 deg. / ~53 deg
