[Halla_running] RC Update: Turbo pump trip

Around 1:15 pm, a turbo pump in the hall tripped, causing additional pumps
to trip and valves to close.

Hall A is currently in controlled access, vacuum experts are in Hall A,
and Jessie will take a look at the turbo pump to and what caused it to
trip. Currently we don't have an ETA about how long the work will take.
