[Halla_running] RC Update: Beamline vacuum and BB magnet power supply LCW leak

The vacuum experts have been working to address the vacuum pumps which
tripped earlier
Jessie completed work on the turbo pump. Afterwards, he discovered a LCW
leak in the BigBite magnet  power supply. He and Jack are currently
working to fix this.

Everyone is still working hard in the hall, so we don't yet have a time
frame for how long everything may take to complete. I will update once
things become more clear
