[Halla_running] OWL Shift SL (10/23/2022) cancelled

Due to the ongoing vacuum issue, no beam will be delivered to Hall A
during OWL shift. The shift leader (SL) shift has been cancelled for the
OWL shift (10/23/2022). The TO is required to continue monitoring the
target during OWL shift. The DAY shift is NOT cancelled and the SL and TO
should report as usual.
