[Hallb] [EXTERNAL] CLAS12 Shifts Schedule

Dear all
It was pointed out to me that I did not leave time for Locals to organise and allocate their shifts. Apologies for the oversight and thanks to Larry for spotting it.
I have changed the swap periods to:
Foreign: now until Tuesday 17 May
Domestic: Wednesday 18 May until Saturday 28 May
Locals can then allocate: Sunday 29 May until Tuesday 7 June
