[Hallc] [New Logentry] Follow-up Re: Hall C RC update: Tuesday, March 5, 2019

The target has been parked, so Hall C target shifts are also canceled until Thursday, DAY shift.  The current plan is to cool down the targets Thursday morning, so target operators (and shift leaders) should report for shift for Thursday DAY shift.
