[Hallc] 2nd Draft PRL on the deuteron to proton structure function ratio

I would like to thank everyone for their thoughtful feedback and comments to this paper.  Attached please find the second draft, here is a summary of the larger changes:

Line 123-128.  Included the size of the corrections to Y_Data

Lines 172-176 Included the size of the charge symmetric background correction

Lines 200-203 Explained what is meant by 'Kinematic Uncertainty' in error budget table
  *
Lines 215-243 Revamped the section explaining the CJ15 impact study.  The PDF fitting was redone to include a more advanced treatment of the uncertainties and Fig. 4 was modified to include a plot of the d/u PDF central value.

Lines 244-256 Attempted to make this paragraph more clear/readable
  *
Figures 2 and 3 caption: Added 'To first order, the cross-section ratio is equal to the F2 structure function ratio'

The length of this paper is currently at the 4 page PRL limit, therefore we were unable to address all the requests to include more details of the analysis, uncertainty calculations, etc.  However many of these answers can be found in the cited PhD theses.

Please find attached our draft paper on the deuteron to proton structure function ratio, which has been prepared for submission to PRL.  These data were taken during the F2 (E12-10-002) and EMC experiment (E12-10-007) run period in 2018 as part of the group of 12 GeV commissioning experiments in Hall C.

Please send your comments on this draft by June 14th.  Even if you have no comments on the paper, please send an email indicating that you agree to be an author.  Also, please pass this draft along to anyone in your group who may not be on the "hallc" or "hallc_running" mailing lists.
