[Hallc_running] No RC meeting today

Hi everyone,

sorry for the late notice. I forgot to send the RC update to the mailing 
list this morning (I did that now).

Because of lack of beam, we're essentially at the same place where we 
were yesterday at this time. So let's skip today's RC meeting. If 
there's beam tonight/tomorrow, we'll meet tomorrow. Currently, it's not 
looking too promising—the entire accelerator is down.
