[Halld-cal] Draft level 5 CR for Bcal and Fcal activities

Hi Matt and Christina,

Below are the proposed schedule changes to the Fcal and Bcal activities to
implemented in a change request this month. Please comment.

We would like to adjust the schedule for some activities (no change in
cost), which are indicated below. I briefly spoke to Pat and he quickly
checked that there would be no obvious impact on successor activities with
the proposed changes. This of course should be verified with a "what if"
schedule. We would like to implement the CR this month to avoid starting
the Fcal monitoring activity (15222080), which is currently scheduled to
start in October 2009.
