[Halld-cal] proposal for FCAL beamtest in Hall B

Hi, Kei, Matt,

November seems OK to get the fADC250s and discriminators. The rest of 
the hardware will need to be sourced from somewhere else.

Matt, Elton - Hovanes reminded me about the power supplies for the FCAL. 
The contract, I think, is for IU to supply a complete turn-key detector 
sub-system which includes the CW bases power supplies. Do you have an 
updated diagram showing the distribution chassis?
