[Halld-cal] FCAL LV Supply was Beam Test

Hi Matt,

GlueX-doc-1035 has an old default configuration using the Wiener MPOD 
system. However, that is just a placeholder for the FCAL - GlueX-doc-747 
has no data for the FCAL supplies. The FCAL suplies (24V) do not have to 
have tight specs, I believe, on noise or regulation and they could be 
some off-the shelf units. I recall these were to be integrated into the 
FCAL distribution boxes.
