[Halld-controls] gluon29 and gluon30 reboot

gluon29 and gluon30 will need to be rebooted again on Friday morning
at around 8am since the changes applied did not get rid of some of the 
problems.
The EPICS IOCs of gluon29 will be restored within an hour.
