[Halld-jlab] Power milestone

Hi all,

Another major milestone was reached today: all the racks in the hall 
have passed inspection and are now powered (minus U1-13 which is for 
accelerator controls and it will be on "dirty" power).

The only remaining power implementation left pertains to the tagger 
hall: these racks will be located based on the acceptable radiation levels.

Thanks to Mark Bear for his efforts and for such a great job!
