[Halld-offline] specifying run numbers

Kei and all,

The RUNG card sets the run number in HDGeant for any case where the events
originate inside geant, eg. photon beam simulations, or particle gun.  It
does not overwrite the run number, however, in the case where geant gets
its event from an external generator, eg. bggen or genr8.  This is the most
logical and consistent behavior, that the original generator of the hddm
event is the one who sets the event header info: run number, event number,
event type, etc., and those who modify the event later on can extend the
record id info but should not overwrite it.
