[Halld-offline] New default version set, version_2.21.xml

Folks,

I've built a few new packages and a created a new, corresponding version 
set, version_2.21.xml. This will become the default at midnight tonight. 
Differences from the previous version set:

jana 0.7.9 changes to 0.7.9p1. Accommodates changes to HDGeant4 
mentioned below.

sim-recon 2.19.0 changes to 2.20.0. This new tag is the same as the 
upcoming reconstruction launch (or at least it will be very close) and 
brings us up-to-date with the master branch. There are release notes at 
https://github.com/JeffersonLab/sim-recon/releases/tag/2.20.0 .

hdds 3.12 does not change. Though previously tagged, it is that same as 
the tag to be used with the reconstruction launch.

hdgeant4 1.4.0 changes to 1.5.0. This is a new tag. HDGeant4 can now 
read geometry from the CCDB. There are release notes at 
https://github.com/JeffersonLab/HDGeant4/releases/tag/1.5.0 .

hd_utilities 1.9 changes to 1.10. This is the latest release from Thomas.
