[Halld-offline] New version of halld_recon: recon-ver03.2

Folks,

As per Sean's request I have tagged and build a new version of 
halld_recon. The tag is recon-ver03.2 
<https://github.com/JeffersonLab/halld_recon/releases/tag/3.2.0>. It is 
meant for the next monitoring launch on Spring 2018 data. The build has 
been done on all five platforms. The version set file used for the build 
is version_recon-ver03_4_jlab.xml 
<https://halldweb.jlab.org/dist/version_recon-ver03_4_jlab.xml>. Note 
that in this version set, there are no definitions for halld_sim, 
hdgeant4, gluex_root_analysis, etc. If those are needed let me know and 
I can add them to the set and build them.
