[Halld-offline] [EXTERNAL] updates to timing monitoring

Hi all,

For those of you who were not at the offline meeting today, I added a
pull request for the monitoring of the timing calibration which
updates a few things for the current run, but which also includes
additional shifter guidance and expert emails for being notified when
a reference plot changes.

These plots contain timing information for just about every
subdetector, so if you think you should be on the list (OR
shouldn't!), or have other comments about the guidance contained in
these, then please let me know.
