[Halld-offline] Monitoring Launch 2019-11 ver07

Dear Colleagues,

We just completed a monitoring launch over the first part of the Spring 
2020 data set. We used the latest halld_recon, tagged 
'offmon-2019_11-ver07', to run over the first 5 files of each run in the 
range 71336 - 71800, selected with "@is_dirc_production and status!=0".
