[Halld-offline] Monitoring Launch 2019-11 ver07

Looking at the Beam accidental scaling histograms the lower two histograms
do not look ok for all runs but run 71761. The energy difference peaks for
the prompt hits are far too small! As if we lose most of the events.
again only run 71761 looks right.
