[Halld-pid-upgrade] FDIRC Working Meetings

Hi Matt -
We can also move the cluster counting to the tracking meetings, which are a bit slim right now.
Getting this DIRC paper out has to be very high priority over the next couple of months, so pre-empting
any working group necessary is reasonable.
