[Halld] Mechanical checklist for closing the hall after a restricted access

Dear All,

We are drafting a compact checklist to help us return to beam operation 
more efficiently from a restricted access. The idea is not to replace 
any existing HCO checklists. If there is any change made to the 
instrument we still need to uncheck and check associated HCO checklists.
We only want to keep minimum items we definitely want to check before 
beam operation, such as fuses in the Solenoid power supply, vacuum pumps 
and so on.
Please let me know anything you want to add to the list so that I can 
organize and pass them to Tom. And we plan to exercise this list next 
week before we close the hall.
