[Halld] Time to start: standby shifts are being recalled.

Folks,

Just spoke with the PD. Machine recovery has gone faster than expected. 
Bottom line is they may be able to send us beam in a couple of hours.

I would like to get the counting house staffed. Shifts are no longer on 
standby; please report for your scheduled shifts.

More on the machine: they are currently having trouble with the 
separator and simultaneous delivery to Hall A and Hall D is a no-go 
right now. Since we are the priority hall, if that situation persists, 
they are willing to send beam to Hall D only, if we are ready to use it.
