[Halld] Hall D start run/shifts status

Dear Collaborators,

Scrapping issues during last night have impaired progress in the beam tune, delaying the start of the physics program by about a day. Consequently:

* Hall D will be locked-up today (Thursday 08/23/2018) late afternoon or in the evening.

* Shifts are on standby until tomorrow (Friday 24th) 10am.

* We start regular shifts on Friday 08/24/2018, 10am.

If your shifts are on standby and you have not already done so, please email me and the PDL (zihlmann at jlab.org) your contact (phone) number in case you need to be called to shift.

In addition, there is a possibility of a significant delay due to a problem with liquid nitrogen delivery to JLab. Right now, it is unclear what would be the delay, if any, but it could be on the timescale of weeks or longer. It depends on whether JLab can find some other sources for LN2, and when it can be delivered. We should know more about this potential issue today, and I will send updates when I get them.
