[Halld] Hall D start run/shifts status

Dear Collaborators,

Last night (08/24/2018) near 2am, Hall D was locked-up for beam tuning to the tagger dump. However an accelerating module tripped, delaying the tune. We now expect beam in the tagger later today. Then Halls B and C will be set-up. This we might start our program sometimes during swing shift today. Consequently:

* Shifts are on standby until 4pm.

* We start regular shifts today (Friday 08/24/2018), 4pm.

If your shifts are on standby and you have not already done so, please email me and the PDL (zihlmann at jlab.org) your contact (phone) number in case you need to be called to shift.

Furthermore, news regarding the nitrogen delivery issue are good: the contracted company has promised to deliver what JLab needs, and there is a reliable back-up source in case of problem. I'll give the details during the RC meeting at 8:45am.
