[Halld] Hall D Work Coordinator

As you may have heard, Tom Carstens is retiring. His last day at the Lab will be March 30th. 

Beginning March 31st, Mark Stevens will be the work coordinator and point of contact for all work in Hall D and the Tagger area. 
Mark will have the same phone # that Tom has had for many years.
