[Halld] Hall D: standby shifts extended to Wednesday 4pm

Dear Collaborators,

The vacuum in the RF separator has improved enough overnight for the experts to try to run the cavity. They will start at 9am and watch for separator trips. If the separator behaves well until this afternoon, then there should be enough confidence that the RF-separator can be operated and that accelerator can go back to 4-hall operation. In that case, beam restoration to Hall D will start later in the afternoon. 
Consequently, the standby shifts are extended to this afternoon (Wednesday, 03/28), 4pm, with regular shifts starting at that point.
