[Halld] Hall D shifts on standby until noon

Dear Collaborators,

Due to the vacuum leak problem in the RF separator, there is little chance to see beam delivered to Hall D until noon (Today, Tuesday 03/27). Shifts are on standby until noon.

Accelerator is still discussing how to tackle the problem and should let us know of the plan sometime this morning.
