[Halld] Resumption of operations - planning for Hall D

I have a question about the OPS. It is not clear if reading the OPS is 
required prior to access the lab.
If that would be the case then having the OPS in the counting house for 
reading/signing would not work
as we would not be able to access the hall in the first place.
Is there an electronic version that could be read in advance?
