[Hps] New HPS Subroup: Trigger

Dear HPS,

The EC decided at its last meeting to create a new HPS subsystem group devoted to the trigger: understanding its performance, providing online monitoring and efficiency checks, and devising possible future upgrades.

Valery Kubarovsky has agreed to lead the group, which is already doing a lot to study and improve the trigger. Kyle, Rafayel, and Maurik are all participating in trigger work, and of course Ben is the key engineer in charge of implementing the hardware and firmware.
