Hi George,
I now know you to be one of two human beings
(I'm the other!) to have actually read the FOA
through! The same problem arose in the collider R&D FOA.
We chose to write to 38 pages (1.5 times 25) for the R&D, under
the assumption that this was correct, and if the DOE gave us
trouble, the 38 pages was documented! Another problem
that we observed in the R&D FOA: the supplemental cover page for
collaborations is implied to be not counted in the 38,
but is not explicitly stated to be exempt from the page
limit.
You suggest the correct course of action: obtain clarification!
