[PEPPo] Proper use of radioactive source positing

Dear PEPPo Collaborator:

Some of us will use a radioactive source for testing a detector.  We are 
doing a good job of posting and delineating the work area when a source 
is present.  However when the source is removed then please depost the 
area.  For example, when you return the source then take down and store 
the boundary rope and signage in such a way that it does not appear to 
now be "guarding" another area.  In short:

radioactive source present => post
radioactive source not present => depost
