Folks:
    Attached please find a pdf file of the current version of the 
proposal with all text known to me.  Also attached is the current 
version of the reference file.  Comments (which should be shared with 
all) are welcome in the form of email notes, a marked up pdf file, or 
(particularly if they are extensive) a .tex file that is intended to 
replace the current one (you can also send me a simple latex file for a 
paragraph or two you want to replace, identifying which text in the 
current pdf file it should replace.  Please send them to me directly as 
email attachments. 

    Note that the motivation section has been revised significantly, as 
Eric mentioned at today's meeting.  In the interests of making the 
proposal easier to read, it may be worth thinking about moving some of 
the current technical details to additional appendicies, leaving the 
core text easier to read.  Note also that it is ESSENTIAL that we have 
an introductory paragraph to each section that gives an overview of what 
is contained therein.  I'll send out the next revision either next 
Wednesday (after our weekly teleconference) or sooner if major text is 
received soon.  Note please that there are only two weeks left before 
the final proposal must be submitted, so don't delay with either
