[PEPPo] PEPPo e-mail list issues

Dear PEPPo Collaborator:

1. The problem for list members to distribute e-mail *with attachments* 
to peppo at jlab.org should now be fixed.  I learned the file attachment 
size must be "0" to be disabled thereby avoiding list administrator 
(Eric or Joe) intervention.

2. Yujong now observes that he is receives basic PEPPo e-mail delayed by 
one day; however, as a list administrator I may be immune to this 
problem.  If others observe this or other problems then please let me know.
