[PEPPo] proposal

Dear all,

I am sure that everybody realized that the present version of the 
proposal is far from being just
consistent before trying to be convincing. We are missing a lot of text 
and several important results
or details to convince that we will really succeed to do the measurement 
we are requesting beam for.

All sections need work and text adjustement or wirting. Also  a new 
section about PEPPo modeling
has been introduced and needs inputs of all the persons working on 
simulations. This section should
demonstrate optics understanding and mastered background effects. The 
polarization part will go in
the polarimeter part (section 5).

It is urgent that the proposal become our priority till july 1st.
