[PEPPo] Injector Radiation Survey Requirements

Dear PEPPo Collaborator:

Items which are within the beam enclosure while beam is present must be 
surveyed prior to removal.  However, those upstream of the injector gate 
may be removed without the survey because the electron beam energy there 
(~6.3 MeV) remains below threshold for activation.  This is particularly 
useful for tools, electronics, cables, etc.  As we increase the injector 
beam energy towards 8 MeV for PEPPo and Mott experiments we will 
re-evaluate with RadCon this condition.
