[PEPPo] PEPPo shifts

Dear PEPPo Collaborator:

I couldn't make today's meeting, but have received ~handful of queries 
about the role of PEPPo in the CEBAF startup schedule, so here is some 
broad feedback for everyone.

1.  The PEPPo installation has a long way to go before we reach the 
point of worrying about actually staffing shifts for beam studies.  My 
best estimate is that regions 1 and 4 should be installed by the end of 
September.  The assembly of region 2 and 3 will continue into early 
October where the region 2 spectrometer vacuum chamber is the critical 
path item and will not be ready before Oct. 1st. Consequently, the 
priority for PEPPo in October will be to complete the beam line 
installation (mechanical, electrical, software, detector).  The 
availability to do this work will entirely rest upon being ready to take 
advantage of day-to-day opportunities during recovery of CEBAF.

2.  Once the installation is completed we will need some handful of 
shifts to checkout the hardware, software, controls without and and then 
with beam.  We need to generate a check list which will help us make 
sure that systems are ready for testing.  If we get this far during  
startup it will be a great success.

3.  In terms of schedule we'll just need to re-evaluate our readiness 
every couple of weeks.  Remember that we are "filler" to the float or 
contingency which is scheduled into the recovery.  If recovery goes well 
then we get more time and vice versa.
