[PEPPo] commissionning

Dear all,

As discussed at the meeting, the draft document provided before 
Christmas for the commissioning
of PEPPo is accessible from the wiki at the link

It will certainly need modifications since the scope was not on a 
detailed run plan as we
discussed today. So please give me your feedback right away since the 
document is due at the
end of next week.
