[PEPPo] Commissioning Plan - Version 12

Dear PEPPo Collaborator:

Thanks for all the hard work preparing our commissioning plan - well 
worth the effort!  Based upon input received through 5pm EST I have 
attached version 12.  Eric and I will take final edits through midnight 
tonight. On that front, there are only a small handful of final points 
which need attention in the attached document.  They are shown in red 
and are found in the following areas:

Section 2V - Screens and GUIs
Section 6 - Annihilation Detector...
Section 7 - Fiber Array Detector...
Section 8 - Compton Polarimeter...

If you are the system owner then please send Eric and I text to bring 
these points to closure.
