[Prex] Checklist to restore CREX

Hello, CREX'ers

I am attempting produce a checklist for restoring CREX.  I think that
at least Cip, Cameron, and Iris have permission to edit it; and they may
expand the list if they know how.  Feel free to update or correct it.

This week (June 29) I'm going to try to find out the status of items on
this checklist and make some more progress.

Maybe Dustin can revive our beam restoration plan ?  I recall that there
was not much in the way of "fat" that could be trimmed.  Here it is:
