[Sbs] DOE 2014 review final report

There are two recommendations. One to modify the WBS2 schedule to be more realistic for CDET. We have
already put together a new WBS2 schedule in an updated PMP and submitted it to DOE for approval.
We basically added one year to the CDET construction schedule to finish in Jan 2017.
The second was for ECAL to have a test on the annealing. A test is being setup for this Hall A
run period.

There are lots of comments. Some that I pick out:
1) They suggest a dataflow analysis for each of the 3 experiments.
2) They suggest including minimum bias events in Monte Carlo.
3) They suggest organizing an workshop (INT-like) to promote theoretical interest. 
4) They mention about understanding systematic errors. It may be worthwhile to
      revisit this for each experiment and have a technical report.
5) They mention about understanding the SBS magnetic field and its effect on
       the beamline, target, and particle spin transport. We probably need to
       have a technical document to explain these aspects.

Ok just a few ideas. We will have a weekly meeting sometime in the next few
weeks to discuss the report, when Brian schedules it.
